29 CFR 1926.501(b)(1):     Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    a) Penn Treaty Village, Roof - An employee working at the edge of the roof was exposed to a fall hazard of approximately ninety (90) feet in that conventional or alternative means of fall protection was not utilized.  The employee was carrying masonry blocks to the edge of structure for loading onto an aerial lift.  Observed on or about June 14, 2012.

An employee was exposed to a fall hazard of approximately ninety (90) feet while working at the edge of the Penn Treaty Village structure.  Observed on or about June 14, 2012
