OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that the employees were exposed to a natural gas explosion hazard from a ruptured natural gas pipe: a. On or about July 11, 2012, employees installing an underground fiber optic communications cable using a horizontal directional drilling (HDD) rig did not properly locate underground utilities as was required by the permit. Feasible and acceptable methods of abatement to correct the hazard include, but are not limited to the following: (1) Visually locate all underground utilities at crossing points by uncovering with soft-digging methods.
