29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    At the front of the Hilton Guam Resort and Spa on or about July 16, 2012, and at times prior thereto, an employee wearing a full body harness and lanyard was not connected to the anchorage device provided. Employee was exposed to a fall hazard of about 9 feet, 4 inches to the ground below.
