29 CFR 1926.501(b)(1): Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems: On July 18, 2012, an employee was exposed to the hazards of a fall from approximately 10 feet to the asphalt below, while climbing from an 8-foot aluminum ladder and sitting on the top of metal canopy pole, applying metal bolts, without any form of fall protection.
