29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step:    a. Mezzanine- Employees were exposed to a fall hazard where a Werner six foot fiberglass step ladder was used to access the upper mezzanine from the lower mezzanine; the break in elevation between levels was approximately 5 feet which required stepping on the top step of the step ladder.
