29 CFR 1926.501(b)(13): Employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph (b)   Note:  If using these systems was infeasible or created a greater hazard, the employer should develop and implement a fall protection plan meeting the requirements of paragraph (k) of 1926.502.    a. 17 Holmes Court, Morristown, NJ  Second floor joist installation    On or about July 24, 2012, Employees engaged in residential framing activities from the second floor were not protected by the use of guardrail systems, safety net systems, or a personal fall arrest system, thereby exposing employees to 12 to 20-foot fall hazards.    b. 17 Holmes Court, Morristown, NJ  First floor, north and south of the front door    On or about July 24, 2012, Employees working around first floor open holes were not protected from falling to the next lower level by using a guardrail system, covers, or personal fall arrest system, thereby exposing employees to 11-foot fall hazards.     b. 17 Holmes Court, Morristown, NJ  First floor, North and West sides of structure    On or about July 24, 2012, Employees working on, at, above, or near wall openings, were not protected from falling by the use of a guardrail system, a safety net system, or a personal fall arrest system, thereby exposing employees to 12-foot fall hazards.
