29 CFR 1910.147(c)(4)(ii)(B): The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy.    a) For the Publix dairy facility located at 3045 New Tampa Hwy  Building 18, Lakeland, FL 33815, as observed on or about 07/20/2012, energy control procedures for the ICROBOT  Robot, Ice Cream and CPDROBOT1  Robot, Culture did not specify which disconnect was to be used to de-energize the robot or the location of the disconnect. Multiple disconnects were present to deactivate robotic arm servo motors, control circuitry, conveyor servo motors, or to de-energize the entire system including all motors and control circuitry in the Ice Cream Palletizing Robot section. Energy control procedures also did not specify the location of the pneumatic air valve for the ICROBOT  Robot, Ice Cream. Energy sources present were compressed air (100 psi), electricity (220V and 480V), and mechanical energy from moving equipment.    b) Energy control procedures for the ICROBOT  Robot, Ice Cream and CPDROBOT1  Robot, Culture did not specify how to isolate all hazardous energy during maintenance. When the cabinet was opened for electrical work, the cabinet could be re-energized by turning a metallic actuating rod that could not be locked out. The procedure did not address this situation and make mention of safely locking equipment out at a motor control center to eliminate the possibility of the metallic rod re-energizing the equipment being worked on.
