29 CFR 1926.760(a)(1):     Except as provided by paragraph (a)(3) of this section, each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level shall be protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems or fall restraint systems.      a) Jobsite:115 Avenue of the States, Chester, PA- Employees were exposed to a fall hazard of approximately 30 feet while installing perimeter safety wire/posts from a deck without the use of fall protection.  Observed on or about 7/25/12.     b) Jobsite:115 Avenue of the States, Chester, PA- An employee exposed to a fall hazard of approximately 30 feet while welding a post at the edge of the deck.  The employee was wearing a personal fall arrest system but was not attached to an anchor point. Observed on or about 7/25/12.    No abatement certification or documentation required.
