29 CFR 1910.147(c)(1): Energy control program. The employer did not establish a program consisting of energy control procedures, employee training and periodic inspections to ensure that before any employee performs any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative. Job site located at 8020 O Street, Lincoln, NE 68510-The employer did not have a written energy control program that consists of an energy control procedures, employee training and periodic inspections to ensure that machines and equipment is isolated from the energy source and rendered inoperable. The employer did not have a written energy control program at the time of the inspection and incident, but a written program has been added to the safety programs for the employer.

29 CFR 1910.147(c)(2)(ii): If an energy isolating device is capable of being locked out, the employer's energy control program under paragraph (c)(1) of this section shall utilize lockout, unless the employer can demonstrate that the utilization of a tagout system will provide full employee protection as set forth in paragraph (c)(3) of this section. Job site located at 6157 NW 2nd Circle, Lincoln, NE 68521-The employer had an employee that received an electrical shock while changing out a damaged electrical outlet that had not been lockout before doing the work. The employee received an electrical shock when he contacted bare wires on the energized electrical outlet.
