29 CFR 1926.501(b)(1):     Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    (a)  Employees working at a bridge located on Broaddus Avenue in Clarksburg, WV were using a two-foot wide pick board that only had a guardrail on one side to gain access from the embankment to the bridge which exposed them to a seven foot eight inch fall as well as the hazard of striking the horizontal rebar sticking out of the end of the bridge as observed on July 25, 2012.    ABATEMENT CERTIFICATION REQUIRED.
