29 CFR 1926.451(g)(1): Employees on scaffolds more than 10 feet (3.1 m) above a lower level were not protected from falling to that lower level by fall protection established in paragraphs (g)(1)(i)-(vii) of this section: a) 1196 Penn St., Williamsport, PA: Employees were working on a ladder jack scaffold 13 feet above the ground level without the use of fall protection, as observed on or about July 23, 2012. Barr Construction was previously cited for a violation of this Occupational Safety and Health Administration standard or its equivalent standard which was contained in OSHA inspection number 314162892, citation number 1, item number 2 and was affirmed as a final order on May 31, 2011, with respect to a work place located at 18-20 W. Southern Ave., South Williamsport, PA. Abatement Certification and Documentation Required.

29 CFR 1926.501(b)(13): Employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph (b) Note: If using these systems was infeasible or created a greater hazard, the employer should develop and implement a fall protection plan meeting the requirements of paragraph (k) of 1926.502. a) 1196 Penn St., Williamsport, PA: Employees were not using proper fall protection while performing residential roofing activities and the company did not develop a specific fall protection plan for the site, as observed on or about July 23, 2012. Barr Construction was previously cited for a violation of this Occupational Safety and Health Administration standard or its equivalent standard which was contained in OSHA inspection number 315798470, citation number 2, item number 1 and was affirmed as a final order on December 2, 2011, with respect to a work place located at 2388 Riverside Dr., Williamsport, PA.
