Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    On or about July 31, 2012, at 4410 Westheimer Rd. in Houston, TX; the employer did not ensure that his laborers were tied off when they were leaning over the edge to install the deck of the building. This condition exposed the workers to a fall hazard of 55.6 ft onto the ground.
