OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment that were free from recognized hazards and were causing or likely to cause death or serious physical harm to employees.  Employees were exposed to impact and crushing hazards when the employer allowed employees to move unstable loads with hand pallet jacks. Among others, feasible and acceptable methods to correct this hazard are:  stacking panels horizontally, rather than vertically, prior to bulk movement by cart or lift. This could be accomplished through the use of a wheeled horizontal cart.
