29 CFR 1926.451(g)(4)(i):     Guardrail systems shall be installed along all open sides and ends of platforms. Guardrail systems shall be installed before the scaffold is released for use by employees other than erection/dismantling crews.    The employer failed to protect employees from fall hazards associated with working off a frame scaffold being used as a working surface by employees while they were framing a new residential construction.  The most recent example of this was found on the job site located at 21021 W Circle, Elkhorn, NE 68022 where the employer had an employee working on a platform that was attached and lifted into place by a Lull all terrain forklift  so he could frame the house.  The employee was exposed to a fall hazard across the entire front of the platform where it was unprotected by guard railing and extended out past the edge of the house 92 - 104 thus resulting in exposing the employee to a fall hazard between 109 - 122 on the end of the exposed side.        Randal Houdesheldt Construction Inc. was previously cited for a violation of this Occupational Safety and Health Standard which was contained in OSHA Inspection number 314053869, Citation number 1, item number 3, issued on 3/11/2010, with respect to a workplace located 196th and Jefferson Street, Omaha, NE 68130.
