29 CFR 1910.1200(e)(1):     The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:      a) A written Hazard Communication Program which includes training, labeling of chemicals, an inventory list of chemicals, and material safety data sheets (MSDS) not been developed by the employer to educate employees on the physical and health hazards presented by chemicals in the workplace such as but not limited to diesel fuel, oils, cleaning solvents, and paints.

29 CFR 1910.134(c)(1):     In any workplace where respirators are necessary to protect the health of the employee or whenever respirators are required by the employer, the employer shall establish and implement a written respiratory protection program with worksite-specific procedures. The program shall be updated as necessary to reflect those changes in workplace conditions that affect respirator use. The employer shall include in the program the following provisions of this section, as applicable:    a) A written Respiratory Protection Program which includes a respirator medical evaluation and/or fit testing along with training was not established and implemented for employees who were required to wear a Survivair 1/2 face tight-fitting respirator in the Mechanic Shop.
