29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, sturcure, personnel hoist, or similar surface was not used: a/ At the job site, two employees were installing vinyl siding to the gable end of an apartment building from a ladder-jack scaffold. The pre-fabricated pick board supported by this scaffold was approximately 16 feet above the ground. Both brackets supporting this pick board were facing away from the apartment building. Both employees had to climb over the brackets in order to acsend or descend from this scaffold.

The pre-fabricated pick board supported by this scaffold was approximately 16 feet above the ground. Both employees were not wearing a personal fall protection system.
