29 CFR 1926.21(b)(2): The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury. On or about 17 July 2012, Georgia-Pacific failed to inform KBR of the presence of lead paint in the chemical room of tissue machine #7 while employees of KBR were grinding the lead paint. As a result, the exposed employees of KBR were not instructed on the presence of lead.

29 CFR 1926.62(d)(1)(i): Each employer who has a workplace or operation covered by this standard shall initially determine if any employee may be exposed to lead at or above the action level. On or about 17 July 2012, the employer allowed employees to enter an area in the "chemical room" of the Diamond Project where grinding on surfaces containing lead paint was occuring. The employer failed to initially determine if the employees were exposed to lead at or above the action level. The employees of Georgia-Pacific entered the area in order to monitor construction work being conducted by employees of KBR.
