29 CFR 1926.20(b)(2):     Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers.    An employee was seriously injured by a Stihl model TS420 cutoff saw that bound its blade and kicked back, while he was cutting a 12 inside diameter concrete pipe.  The area of uneven ground was not adequately inspected by a competent person to assure that the workplace was free from hazards.
