29 CFR 1926.452(w)(2): Scaffold casters and wheels were not locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold was used in a stationary manner:    On or about July 31, 2012 and at times prior thereto, employees were working on a mobile scaffold and the wheels were not locked to prevent movement of the scaffold while they were working on it.  Scaffold was set up on a roof section over the walkway, the height of the scaffold was approximately 5 feet and the roof top was approximately 16 feet from the ground.  Employees were exposed to a fall of at least 15 feet.

The area of the roof section was approximately 8 feet wide by 30 feet long and approximately 16 above the ground.  Employees were exposed to a fall of over 10 feet.
