29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, sturcure, personnel hoist, or similar surface was not used. Crossbraces were used as a means of access. a) 40 Wood Ave, Secaucus, NJ. Employees were observed egressing/stepping from work platform of a tubular frame scaffold onto cement block 3 feet below the scaffold plank. Violation observed on or about 08/09/2012.

29 CFR 1926.451(e)(9)(iv): Cross braces on tubular welded frame scaffolds were used as a means of access or egress. a) 40 Wood Ave, Secaucus, NJ. Employees performing work on a tubular frame scaffold, 20 feet high, were observed climbing on the inside and outside crossbracing to accessing and egerssing the 3rd level of the tubular frame scaffold, thereby exposing employees to a fall hazards to the ground. Violation observed on or about 08/09/2012.
