29 CFR 1926.452(w)(2): Scaffold casters and wheels were not locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold was used in a stationary manner: a) The employer does not ensure that the casters and wheels of a mobile scaffold are locked with positive wheel and/or swivel locks or equivalent means while it is used in a stationary manner. This violation occurred on or about August 9, 2012, on the ninth (2nd) floor when employees were painting and plastering by standing on a mobile scaffold with three (3) unlocked wheels. b) The employer does not ensure that the casters and wheels of a mobile scaffold are locked with positive wheel and/or swivel locks or equivalent means while it is used in a stationary manner. This violation occurred on or about August 9, 2012, on the ninth (2nd) floor when employees were painting and plastering by standing on a mobile scaffold with two (2) unlocked wheels.
