29 CFR 1910.1200(e)(1):     The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    a.) Facility - on or about 8/9/12, employees work removing trash from various facility, companies and homes. These environments can contain materials, such as asbestos, cleaning chemicals, and, potentially hazardous materials.  the employer has not developed and implemented a written hazard communication program that states how the employer will obtain Materials Safety Data sheets for chemicals found on sites; and how the employer will train employees regarding the hazardous chemcials and non-routine tasks.    A Hazard Communication program must contain:   - a list of the hazardous chemcials know to be present in the workplace, using an identity that is referenced on the appropraite Material safety dadt Sheet   - The methods the employer will use to inform employees of the hazards of non-routine tasks, and the hazardsou associated with unlabeled pipes in their work areas. 29 CFR 1910.1200(h)(1):     Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:    a.)  Facility - On or about 8/9/12, employees work in a wide variety of environments, including areas that may contiain asbestos-containing materials.  The employer has not provided training to employees regarding hazardous chemcials in their work areas, and whenever a new hazard that the employees had not been previously trained about was introduced into their work area.    Employees shall be informed of:  -The requirements of this section;  -Any operations in their work area where hazardous chemicals are present; and,  -The location and availability of the written hazard communication program, including the required list(s) of hazardous chemicals, and safety data sheets required by this section.    Training. Employee training shall include at least:  -Methods and observations that may be used to detect the presence or release of a hazardous chemical in the work area (such as monitoring conducted by the employer, continuous monitoring devices, visual appearance or odor of hazardous chemicals when being released, etc.);  -The physical, health, simple asphyxiation, combustible dust, and pyrophoric gas hazards, as well as hazards not otherwise classified, of the chemicals in the work area;  -The measures employees can take to protect themselves from these hazards, including specific procedures the employer has implemented to protect employees from exposure to hazardous chemicals, such as appropriate work practices, emergency procedures, and personal protective equipment to be used; and,  -The details of the hazard communication program developed by the employer, including an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employees can obtain and use the appropriate hazard information.
