29 CFR 1926.652(g)(1)(ii): Shields were not installed in a manner to restrict lateral or other hazardous movement of the shield in the event of the application of sudden lateral loads: At the site, along Bellaire Road, in Fort Bend County, in an approximate 10 to 12' deep trench, excavated for installation of a 36" water supply pipeline, workers were operating compactors where there was an 8' high trench box sitting on a ledge of the excavation approximately 5' above the bottom of the excavation and there was a visible gap between the excavation and the sides of the trench box above the ledge which could cause trench box movement in the event of soil collapse, exposing workers to potential struck-by hazards.

29 CFR 1926.652(g)(2): Excavations of earth material to a level no greater than 2 feet (.61m) below the bottom of a shield was permitted: At the site along Bellaire Road in Fort Bend County, in an approximate 10 to 12' deep trench, excavated for installation of a 36" water supply pipeline, workers were operating compactors where the trench box was approximately 5' above the bottom of the excavation exposing workers to potential cave-in caught-between hazards.
