29 CFR 1926.20(b)(2): Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers. The employer had employees exposed to fall hazards and struck-by hazards in the eyes, on a residential construction site in Peoria, Illinois. The employer did not have a competent person at the construction site, who was competent in safety rules and requirements, in order to conduct frequent and periodic safety inspections at the construction site.

29 CFR 1926.501(b)(13): Employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph (b) Employees shingling on a residential roof were exposed to fall hazards of up to 13.5 feet. No fall protection was utilized. The Seth Molen Construction was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 398963,citation number 01, item 002a, and was affirmed as a final order on 05/29/12, with respect to a workplace located at 212 E. Sycamore, Thayer, IL
