29 CFR 1910.334(c)(2): When there was a defect or evidence of damage that could expose an employee to injury, the defective or damaged item was not removed from service but was used before repairs and tests necessary to render the equipment safe had been performed. The wiring attached to a Bissel vacuum cleaner was frayed and had been wrapped many times with blue coloredl tape instead of being removed from service.
