29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. At the time of the inspection employees were performing roofing operations on a 8/12 pitch roof without the use of fall protection. Employees were exposed to a fall hazard of approximately eleven (11) feet eave to ground.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladders length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed. At the time of the inspection employees were observed utilizing a ladder to access the roof of the building and the ladder extended just one rung above the eave of the roof. Employees were exposed to a fall hazard of approximately eleven (11) feet.
