29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury: On or about August 16, 2012 and times prior thereto, an employee of Hammett Electric, Inc. performed work as an Electrician's Apprentice installing interior electrical for a residence being constructed at 41 Church Street in Wooster, Arkansas. The employer had not instructed the employee on the recognition and avoidance of working with live electrical and the regulations applicable to the environment to eliminate the hazards of electric shock.

29 CFR 1926.416(a)(1): Employees were permitted to work in proximity to electric power circuits and were not protected against electric shock by de-energizing and grounding the circuits or effectively guarding the circuits by insulation or other means: On or about August 16, 2012 and times prior thereto, an employee of Hammett Electric, Inc. performed work as an Electrician's Apprentice installing interior electrical for a residence being constructed at 41 Church Street in Wooster, Arkansas. The employee was permitted to work directly with a 120V live wire while stripping insulation with the use of an insulated stripping hand tool for dishwasher installation and was not protected, exposing the employee to electrical hazards.
