29 CFR 1910.28(q)(4):   Ladders used in conjunction with ladder jacks shall be so placed, fastened, held, or equipped with devices so as to prevent slipping:    At the site, where the employees were removing and recaulking the window seals of a building from a ladder jack scaffold without the ladders being secured to prevent displacement.  This condition exposed the employees to a fall hazard.
