29 CFR 1926.652(g)(2): Excavations of earth material to a level not greater than 2 feet (.61 m) below the bottom of a shield shall be permitted, but only if the shield is designed to resist the forces calculated for the full depth of the trench, and there are no indications while the trench is open of a possible loss of soil from behind or below the bottom of the shield. At the trench site, employees worked in a trench 6.3 feet deep by 7.5 feet wide by 16 feet in length installing storm drain pipes. The trench shields were set 4.7 feet above the trench floor exposing employees to possible collapse of soil from underneath the trench shields.
