29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existance of hazards and has the authority to correct hazards)    a.  2318 Oakton Place - The employer did not initiate or maintain a safety program where a competent person was to identify and abate hazards during frequent and regular inspections of the jobiste and equipment such as but not:  The employer did not identify or correct the electrical hazards associated with open and live electrical panels on the jobsite.    THIS CITATION IS BEING ISSUED TO THE CONTROLLING AND CORRECTING EMPLOYER UNDER OSHAS MULTI-EMPLOYER WORKSITE POLICY.

29 CFR 1926.20(b)(3):  Machinery, tool(s), material(s), or equipment which was not in compliance with the applicable requirement(s) of 29 CFR 1926 was not prohibited, and/or was not either identified as unsafe by tagging, or locking the controls to render them inoperable, or physically removed from its place of operation.    a.   2318 Oakton Place - The temporary power panel was not identified as being unsafe nor was it tagged idenfying it as unsafe thereby exposing employees and sub contrators and their employees to shock and arc flash hazards.    THIS CITATION IS BEING ISSUED TO THE CONTROLLING AND CORRECTING EMPLOYER UNDER OSHAS MULTI-EMPLOYER WORKSITE POLICY.
