29 CFR 1910.23(c)(2): Runways four feet or more above floor or ground level were not guarded by standard railings (or the equivalent) and toeboards:    The employer does not ensure that all runways 4 feet or more above adjacent floor or ground levels are properly guarded or equivalent fall protection measures are taken. On or about August 16, 2012, and times prior thereto, employees working in the trailer yard were exposed to fall hazards of approximately 10 feet while on runways located on top of tank trailers without guardrails or an equivalent fall protection measure in place.    Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the date of this citation, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to ensure that all open-sided floors, platforms, or runways that are 4 feet or more above the floor or ground level are guarded by a standard guardrail system or that an equivalent fall protection measure is in place to protect employees from falling.
