The employees/drivers were exposed to an open side of the access platform which leads onto the walkway approximately 14' from ground level.  The employees and drivers access the walkway to unjam the silos when needed.  The open side platforms were not equipped with a standard guardrail system, on or about 08/15/12, at the following locations:         a.  Scale Area 1       b.  Scale Area 2    No abatement certification or documentation is required for this item.

29 CFR 1910.24(b): Fixed stairs were not provided for access from one structure level to another where operations necessitated regular travel between levels, and for access to operating platforms at any equipment which requires attention routinely during operations:         a.  979 Bradford Street Extension, Gainesville, GA (Pilgrim's Pride Feed Milll) - Employees were exposed to a fall hazard.  Employees/Truckers were standing on the lower guardrail ,which is an inadequate platform, to reach and lean over the top guardrail in order to strike and unjam the silos, on or about 08/15/12.      In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).
