29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person. Oregon City Bridge Project- (a) The Snorkel Lift TB60 #1336 with exposed moving parts had not been identified for several weeks by a person capable of recognizing hazards of the missing guard of pulleys and the V-belt.
