29 CFR 1926.501(b)(1):  Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    (a)  Pump House Upper Level - The employer permitted an employee to work installing electrical components near the descending stairs to the lower level.  There was no guard rail provided around the stairwell opening and the employee was exposed to a fall to the lower level of approximately 8 feet, on or about August 20 ,2012.      Abatement certification required within 10 days after abatement date.  The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
