29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, sturcure, personnel hoist, or similar surface was not used. Crossbraces were used as a means of access. a) Scaffold, 803-809 Clifton Avenue, Lakewood NJ : Employees working on pump-jack scaffolds did not have proper access/egress to its walking/working surface. Condition observed on or about 8/9/12.

29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet above a lower level were not protected from falling to that lower level. a) Scaffold, 803-809 Clifton Avenue, Lakewood NJ : Employees were working on pump-jack scaffolds which did not have end-stops and contained no midrail screens exposing them to falls of approximately 17 feet to the ground surface below. Condition observed on or about 8/9/12.
