OSH ACT of 1970 Section (5)(a)(1):     Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazard while climbing over the rails of the scissor lift basket of a Genie Model 3232: a) On or about September 4, 2012 at 84 Elm Street, Westfield, Massachusetts, an employee climbed over the rails of a scissor lift basket to access the top of the parapet wall, then climb down to the roof, thereby exposing the employee to a fall hazard of approximately 17' to the ground.  Abatement Note: Among other methods, one feasible and acceptable method of abatement would be to follow the requirements of ANSI/SIA A92.6-1990 which includes, among other requirements, the following: 1.Personnel shall maintain a firm footing while working on the platform. 2. Follow recommended fall protection and operational requirements identified by the scissors lift manufacturer.
