In this case the voltage was less than 300 volts and required 3 feet minimum clearance.     (a) Location)  88 Endicott Street Peabody, MA, 01960  On or about 8/24/12, a pump jack scaffold was erected where the scaffold came within the approach distance for an energized power line.
