29 CFR 1926.502(b)(1):     The top edge height of the top rails, or equivalent guardrail system members, was not 42 inches (1.1 m) plus or minus 3 inches (8 cm) above the walking/working level:    New Family Court Building, Ground Level Floor, East Side - Employees were exposed to a fall hazard of up to approximately 13 feet along the north/south floor edge.  Though a guardrail had been installed, it was not adequate in that it was erected along a narrow (approximately 18 inches wide) walkway adjacent to, but lower than, the floor.  The toprail of the guardrail protruded above the floor approximately 18 inches.  Observed 8/29/2012.
