29 CFR 1910.23(c)(1):     Open-sided floor(s) or platform(s) 4 feet or more above the adjacent floor or ground level were not guarded by standard railings (or the equivalent as specified in 29 CFR 1910.23(e)(3)(i) through (v)), on all open sides:    a.)  Seaworthy Marine Services, Shop Area.  On or about September 7, 2012, the overhead storage platform was not equipped with a guardrail system, consisting of a top rail at 42 inches and mid-rail at 21 inches, on all open sides of the platform, thereby exposing employees to a 10 foot fall hazard to the concrete floor below.
