29 CFR 1910.1200(h)(1):     Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area: (Construction Reference: 1926.59)    (a)  Harrison Power Station, Haywood, WV:  Employees were not provided information and training on proper personal protective equipment and emergency procedures for a new chemical, CAT-FLOC 71264 Coagulant Aid, that was used in a sediment pond dredging operation.  Employees were exposed to the corrosive liquid product that contained Ferric Chloride as determined on August 6, 2012.    ABATEMENT CERTIFICATION REQUIRED

29 CFR 1926.21(b)(2):     The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury:    (a)  Harrison Power Station, Haywood, WV:  The employer had not instructed employees on the hazards and safe work procedures associated with opening process equipment and lines that are under pressure in that employees were sprayed with a corrosive liquid when they opened up an injection point connection to a line to clear a plug in the line as determined on August 6, 2012.

29 CFR 1926.50(g):     Where employees were exposed to injurious corrosive materials, suitable facilities for quick drenching or flushing of the eyes and body were not provided within the work area for immediate emergency use:        (a)  Harrison Power Station, Haywood, WV:  Employees were sprayed with a corrosive solution that contained CAT-FLOC 71264 Coagulant Aid during an accidental release during a dredging operation at the site's sediment pond and the nearest eye wash and safety shower were greater than one mile away from the site of the exposure as determined on August 6, 2012.
