Crossbraces were used as a means of access: On or about 8/31/12, at 8098 NW 30th Street, Bldg #17, in the city of Cooper City, workers were installing cement blocks from a scaffold approximately 13' above ground level whereas the employees did not have a means of egress to and from the scaffold.
