On the site where employees were working on the metal roof to perform work, the employer did not develop a site specific accidnt prevention program to inform employees of the safety procedures for the site thereby exposing the employees to a fall hazard.

The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards.    a.
