The employer failed to develop a safety program that identifies workplace hazards, provides for training on avoiding those hazards and requires inspections/audits to insure employee/management compliance with the OSHA construction standards in 29 CFR Part 1926.

While preparing to work with architectural moldings, the operator of the aerial lift put the basket in indirect contact with an energized, overhead power line.
