29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports as specified in paragraphs 1926.451(b)(1)(i)-(ii). a) On the sidewalk in front of the building, 426 Mulberry Street, Scranton, PA: On or about September 19, 2012, an employee was not protected from a fall hazard of approximately 11 feet while they were patching holes in the building facade from a platform on the working level of a fabricated frame scaffold that was not fully planked. In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation.

29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet (3.1 m) above a lower level was not protected from falling to that lower level in accordance with Paragraphs (g)(1)(i) through (vii) of this section which establish the types of fall protection to be provided to the employees on each type of scaffold. a) On the sidewalk in front of the building, 426 Mulberry Street, Scranton, PA: On or about September 19, 2012, an employee was not protected from a fall hazard of approximately 11 feet while they were performing plastering work from a fabricated frame scaffold. In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation.
