29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet above a lower level were not protected from falling to that lower level. a) Located along the exterior area of the structure an employee was observed performing masonry associated operations from a scaffold planking system erected and supported between a self supported tubular welded frame scaffold tower and the adjacent building structure. The scaffold planking system was not protected by standard guardrails and the employee was not protected by a personal fall arrest or restraint system exposing the employee to a fall potential in excess of 13'.
