Wherever tools, machine parts, or materials are likely to be used on the runway, a toeboard shall also be provided on each exposed side.    a) On or about July 17, 2012; sub-roof area; employees installing lights through the sub-roof area were accessing the area by  walking up a runway  platform which did not have railing to prevent the employees sliding down or maintaining on the path preventing them from side stepping and falling through the sub-floor.
