29 CFR 1926.20(b)(2):     The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s):    a)  603A Haddonfield Rd., Cherry Hill:  The controlling employer, Top Line Quality Construction, Inc., did not ensure that a competent person had conducted frequent and periodic inspections of the site to identify hazardous conditions and/or stop the work in the event workers were placed in a hazardous condition. As such, a sub contractor (WN Two Brothers Construction LLC)employee was exposed to fall hazards while working out of a wooden job built waste bin that was not sufficiently attached to the forks of a Lull 844C-42 rough terrain fork truck.  Observed on or about 10/01/12.    NOTE: THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT CERTIFICATION FOR THIS ITEM. FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.
