29 CFR 1926.501(b)(1):  Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.      a) 25-27 Broadway, Newark, NJ    Employees were performing carpentry work from a tubular framed scaffold end bracket connected at the top of the fourth tubular welded scaffold frame at approximately 22 feet from grade.  They accessed this scaffold from the roof of the building abutting the south side of the building they were working on, walking to the edge and stepping down onto the end bracket platform planks.  The employees were not protected from falling at this unprotected edge.                    Violation observed on or about October 2, 2012

29 CFR 1926.451(c)(1)(ii):  Guys, ties, and/or braces were not installed  according to the scaffold manufacturer's recommendations or at the closest horizontal member to the 4:1 height and repeated vertically at locations of horizontal members every 20 feet (56.1 m) or less thereafter for scaffolds 3 feet ((0.91 m) wide or less, and every 26 feet (7.9 m) or less therafter for scaffolds greater than 3 feet (0.91m) wide:      a) 25-27 Broadway, Newark, NJ    Employees performed painting on a dentil building structure from a scaffold platform.  The scaffold they worked on was 5 feet in width, the height was approximately 22 feet from grade.  It was not guyed, tied or braced as required.                         Violation observed on or about October 2, 2012      W.E. Stucco Corp. was previously cited for a violation of this Occupational Safety and Health Standard or its equivalent 29 CFR 1926.451(c)(1)(iii) which was contained in OSHA Inspection Number 315793976, Citation Number 1, Item Number 1, with a final order issued on 11/30/2011 with respect to a workplace located at 79 Belgrade Drive, Kearny, NJ 07032.
