29 CFR 1910.147(c)(4)(ii)(B): The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy. (a) The Lockout/Tagout program did not have machine specific procedures for shutting down and isolating the various stages of the paint line. The paint line includes a three stage wash station, dryer, powder coating applicatiion, IR heating and curing ovens.

29 CFR 1910.147(c)(7)(i): The employer did not provide adequate training to ensure that the purpose and function of the energy control program was understood by employees: (a) Machine specific procedures and their associated training were not established for the automatic paint line. The paint line consists of various stages including a three section parts cleaning and washing station, followed by a drying oven, powder paint application, IR heating, curing and baking ovens. Employees in contact with these different stages would include maintenance and the powder painters.

29 CFR 1910.134(e)(1): The employer did not provide a medical evaluation to determine the employees ability to use a respirator, before the employee was fit tested or required to use the respirator in the workplace: (a) The powder painter using a half face painters respirator was not not provided a medical evaluation prior to it's usage. The evaluation is to identify any possible problems associated with respirator usage such as asthma, allergies, or a heart condition.
