29 CFR 1910.1200(e)(1):  The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    a.) Superior Auto Supply, Inc. doing business as Napa Auto Parts- On or about October 5th, 2012, and times prior thereto:  Company employees were working with and around hazardous substances including but not limited to Acrylic Lacquer mixing color (Flatting Base) #3022, and Tec/System Mixing Color (UHS Bright Red) #9887.    The companys Hazard Communication program was missing information including, but not limited to, the following:    1)  The designation of a specific person responsible for ensuring the labeling of in-plant containers.  2)  The designation of a specific person responsible for obtaining and maintaining the MSDSs.    3)  The back-up system to be used in the event of failure of the electronic equipment.  4)  The designation of a specific person responsible for conducting the Hazard Communication Training.  5) The format of the training program to be used.  6) Training of employees when a new hazard is introduced into the workplace.
